I have to admit I gave up on Gimp myself - I totally didn't get it. I have always heard, though - that it's comparable to the paid (expensive) programs and that it's really great.
So no diss on Gimp - just a big 'ol diss on ME! ha!

Honestly, I use Paint Shop Pro mostly (currently version is X2). I have Photoshop, and use that for a very few things, I also have Illustrator, but Paint Shop Pro is my favorite, what I'm used to and is least expensive of all. You can get Paint Shop Pro X2 for $72.49 at Amazon.

Paint,net is also free and from what I've heard easy to use.... you can grab a copy of that one at http://getpaint.net

I think Gimp is a bit full on if you want to just do some minor graphics work. When I'm in a hurry I use Photoshop Elements. (But I'm afraid it is in the hundred dollar zone).
What sort of graphics were you thinking of adding? Have you thought of just buying it from places like iStockphoto.com?
And what sort of editing are you planning on? Would an online editor like http://www.picnik.com/ do?

My all-time favorite so far for photo manipulation has to be Picnik (http://www.picnik.com). This is a real gem!
The basic online service is free, but I had no problem shelling out $25 PER YEAR for the premium stuff.
I've turned out some really nice photos using it.
