If using the Sitebuilder gets them online and feeling more confident after overcoming any feelings of "I can't" then it's time well spent.

When their confidence has risen enough they can then get a standalone editor, download the site code, and start playing with it to see what happens.

That's how I learned html in the first place, AFTER I cleared the hurdle of what a tag was. Believe it or not I watched a video and somehow connected html tags with the old way of telling printers how you wanted the text printed, e.g. bold, italic, etc., using curly brackets.
