Ok, let's try to clear up some of the confusion.

go here:

scroll down until you see this template:
Free Flash Animated Template

click on the download button and download it to your computer.

then, unzip it with your zip program to a folder on your computer.

now, you have a webpage template that is free , that you can use however you wish.
you will be able to open the html pages in any web page editor that you have including notepad or wordpad or "web easy".

The set includes images, etc.

you simply have to duplicate the index page layout for each page you wish to create. That is what templates normally have, one page that you have to duplicate.

Now, apparently, this is not what you are talking about on that site. But it is a template that is already set up as a "family portal" style layout.

they have thousands of absolutely free templates that you can use/edit/rewrite, or whatever.

You do not have to have any type of special program to open/edit them at all.

Whatever the people at template monster told you, I have never seen a web page template that you can only open/edit with dreamweaver or any other type of editor.

Web pages are html. html can be a combination of plain html, css, php, xhtml, etc, etc. but it all boils down to html which is text which can be opened/edited in any text type editor.

So just a quick heads up for you, everything you see on the web (except for Flash and Silverlight and other multimedia content) can be created and edited with notepad. You do not need Dreamweaver or Expressions to edit any of the templates or content.

You will need to have graphics though, and for that you can always use GIMP.

For multimedia stuff you are going to have to cough up some money (or look into F.A.M.E., but that is commplex).

Another thought might be to go with wordpress. It's free and you don't need to know any HTML to manage your site. There are tons of free templates as well. Wordpress is not just for blogs anymore! I see more and more people using wordpress to design a static site.
