I use IrfanView from http://www.irfanview.com

It's quick, easy, and free. I use it for cropping pictures and resizing.

For actual editing I use Fireworks from Adobe the older MX version.

as long as you dont depend on the viewer's browser to resize images.

that occurs when you put width and height dimensions in the html for the image.
for instance, if your image is 600x600 and you do the following:

[code]
<img src="whatever.com/images/image.gif width="100" height="100">
[code]

it will cause the page to load slower and depending on the browser, it will make it hard to even scroll through the page.

so, resize your images on your comptuer to whatever size you need them, then upload them to your website and put the correct width and height dimensions in your html.

I use GIMP (http://www.gimp.org) for all things image-related. It's not quite as advanced as the programs that cost hundreds of dollars, but it's close.

I had gimp installed for one day. I could not figure out how to do even the very simple graphics things that I do.

I know it is just a learning curve issue, but I went back to the old standby paint shop pro. It is very easy to use, very intuitive and has tons of free "how to" sites online.
