Site not accessible?

Why wouldn't someone be able to click on a site link that's uploaded, edited and shows up just fine by clicking the file url in the cPanel??

If you uploaded it to the root directory rather than the "public_html" or "www" directory, people wouldn't be able to see it or click on it. However you would be able to edit it through your file manager.
