In terms of stock photography, how do you get a person(s) to sign a model or property release?

Well one idea is that you could pay them. But what if paying them isn't an option? How would you go about it then?

Do you say to the person "hey I would like to take some pictures of you or your property, sign this release.

I would think that the person would ask why? What's in it for me?

So like I said, how do you get people to sigh the release form.
