According to Scott Boulch, Smart Pricing is what happened. He describes that exact scenario in report (free to download).
Basically, advertisers at Adwords were given the option to choose different amounts to pay in search results than on content sites (Adsense), so they bid much lower for those clicks - still paying the higher rates for their ads on search results pages.

The solution is to test and test some more. You can re-optimize your web pages to try to attract higher paying ads, and you can also test other ways to monetize your web pages. You might try related affiliate programs, or even other contextual advertising options.
You'll want to test one change at a time and guage the results. If you make too many changes at once, you wont know which method or program to stick with - and you may end up confusing your visitors.
