Denied by Google AdSense - forum in a foreign language

I applied for Google AdSense program and received this response:
We did not approve your application for the reasons listed below.

pages behind a login/restricted access, broken links, excessive
pop-ups, dialers, website pages under construction or not yet launched.

My forum is in Serbian and has a great number of visitors per month. I am confused and don't know what to do.
Pages behind a login - I require my members (anyone) to log in before posting, I also have subforums under permission (members' photos, support groups...).
I am not sure where those pop-ups come from (PM maybe?).
Also not sure about pages under construction
What do I do?
Do I open up the forum for a few days, until it gets approved (remove the pasword required subforums) and let visitors read without signing in? I wouldn't want to irritate Google, that is why I am asking for advice
I have seen other websites that also have restricted pages but have Google AdSense... am I missing something?
Do you have any suggestions, please? I hate to waste a great forum and great number of visitors. Thank you
