Anyone know of software for "Community Portal Subdomain

I am building a website featuring local community portals and plan to use subdomains to identify the local community.

For example, the site may be http://AtMyTopLevelDomain.com while the local site may be http://LocalCommunity.AtMyTopLevelDomain.com and so forth.

Drupal with a module called "Domain Access" had seemed like the proper script to use, but neither I or a Drupal expert have been unable to install the module without breaking the site. We get Drupal running, but then the Domain Access module crashes the site.

What I am looking for in functionality is to be able to control all subdomains from my top level domain, plus give editors the ability to manage the subdomain zt the subdomain level. I would also like for some of the content to be managed from the top level only.

Does anyone know of an application that will handle this type of situation?

We may be onto something here:
Joomla Multisites Component For Joomla 1.0.x

The "Original Version" patches a few Joomla source files and aims to provide multisite capabilities within subdirectories of your existing site. Distinguishes content and entities between sites by assigning them different database prefixes, easily administrated through the backend. The "Alternative Version" enhances OpenSEF's (recently renamed to NuSEF) multisite feature..."

I am familiar with openSEF and will look into their multisite feature as well. Didn't know it even had such a thing since SEF stands for Search Engine Friendly. Go figure.

Got Drupal working with Domain Access by changing to PHP 5!
