It seems you should modify header or head.tpl for top each page.
footer.tpl for bottom each page.

Ok, the thing you don't want to do is violate google's terms of service.

They say that you can not put adsense on any pages that are non content pages.
search, login, profiles, etc, etc.

If you put the ads in the overall_header.tpl and overall_footer.tpl files, then they will show up on every single page of a phpbb board.

so, the way to do it, is to put them at the top and bottom of these three files of the style you are using:

index_body.tpl
viewwforum_body.tpl
viewtopic_body.tpl

Only use a text editor like wordpad or notepad to open/edit phpbb files.
Only use a real ftp program to upload/download phpbb files.

If you use something like frontpage or dreamweaver or your hosting file manager, it will corrupt the files.
