I'd suggest creating a monthly newsletter so visitors can sign up and be kept up to date with what is happening on your site / forum.

Also, when I tried to register on your forum I clicked on the terms of use "Agree" button and nothing happened !- it might be my machine, or it may explain why you are getting few sign ups.........
