Certainly Overture Bid tool is best available in market. Use this in combination of other keyword search tool. Google Adwords is almost close to those cost.
Overture do not opimize the CPC. So it could show you the highest actually Bid result. While in Google it is what you pay not what you Bid as they use CTR and CPC for considering the ad position and so the actual CPC can vary in Google Adwords.
