Not sure how to diagnose the problem without knowing a lot more.
How did he install it (through the cpanel or manually)?
Does the database look okay (are tables set up and is there info in some of the tables?)
It might have something to do with the permalink structure or the htaccess file. Is there an htaccess file and what's in it? (I don't know if there might be sensitive info in an htaccess file so be careful about posting it here).
