Should I submit to as many directories as possible, and should one target topic specific directories if they exist ( do they exist )

Always target within your blog's niche if possible...

Should my blog be submitted to rss directories as well if I do not have it working...humm not sure what rss is i think it involves some one subscribing and they get automatic feeds of your posts is this correct

Anyway, should I submit to all of them on that list regardless or will i get in trouble if i do not have my site active with rss
