It is possible to set up a blog with Wordpress that will allow other people to upload photos and information. I want it to be as iinteractive as possible.

In all honesty, I haven't gotten it working perfectly yet, but I see they've released an update so hopefully it will work out my last couple of bugs.

Yes.
In fact, all you need to do is set up the person with a WP user account with writing privileges and they'll be able to add content and use WP's built in uploader to add pictures/files to the content.
Or, did you not want the people to have access to writing content to the blog?
