Can leaving comments on other related blogs help increase your PR since it is an incoming link to your blog?

yes I believe so, however, they are not as strong of links as those created directly on other websites via your own blog, articles etc.

Most blogs, by default, use the "nofollow" attribute, which means that the links left there dont count or pass things like PageRank. But many blogs in our nice use a plugin to make links "count".

Here's a tip for you:

Once you publish a blog post, check out the tags you included. Click on each one and you will see a listing at Technorati of posts on other blogs that are also tagged for that particular word. Check those out, and if they are interesting and related… leave a comment!

When you are leaving a comment and you are given the option to put in your URL, link back to an individual blog post on the same topic (not your “home page”). This helps to generate interest in your blog, and get more targeted traffic from your comment linking.
