Lynn, I get some ezines that are based at Topica, never heard of Constant Contact.
From memory, one list reported great difficulty changing moderators when the sole moderator died. They got it done but it took months.
I personally have reservations about anything such as Topica (or PayPal) where you have to be a Member to subscribe.
If I was starting another list right now, I'd just use the list function that most hosts provide; hostingbay.com.au and gmbwebworks.com both use Cpanel and that gives their users good list functions in their control panel.
