I have tested this out for the past weeks. Thought I can share this here.

1. Tell visitiors about your newsletter on 2 to 3 times per page.

2. Beside having a sign in box, you can have a link to your newsletter landing page.

3. Describe to your visitors about what you offer in your newsletter. Although it's free, it is not actually free. Your visitors got to give their email add. You have to convince them why they should give you.

4. Give free bonuses. After they read the benefits of your newsletter, give them the final push with freebies. Lately I added one more freebie to my subscribers and my list grew faster. But must give quality freebies.

5. Promise them you will only send newsletter to them.

6. Use pop up.

You make an important point about "selling your newsletter". People are bombarded with "free offers" online these days, and it truly does take a bit of copywriting and compelling benefits to convince someone to request your emails.
