John Reese just sent an email to all affiliates that a cash rebates for his product is illegal.

Important Notice For Traffic Secrets Affiliates
LATEST AFFILIATE PROGRAM NEWS
*** Congratulations! ***
Congratulations to all affiliates for helping us create a RECORD DAY of $1,000,000+ in sales within the first 24 hours of the "Traffic Secrets" product launch!
Now onto some important policy changes...
*** No "Cash Back" Rebates! ***
If you are offering cash back to anyone that buys from your affiliate link, please *immediately* TERMINATE all such offers. The price for "Traffic Secrets" is $997 and cannot be represented as any other price via your promotions.
Some affiliates have been advertising... "Get Traffic Secrets For $650", etc. and offering to give anyone that buys through their link the cash difference out of their commission. This CANNOT continue and is now against our Affiliate Program policy. Affiliates cannot promise cash rewards or rebates in anyway shape or form in relation to them making a purchase of the course.
WHY?
It's simple. It jeopardizes the integrity of the product. We have been receiving COMPLAINTS from customers that have purchased the course at $997 and then later find an affiliate promoting it at some lower price (promising the cash back rebate). Customers are feeling like they are being taken advantage of when they buy at the normal price and later find some bargain discount price.
Our company actually stands to make MORE SALES if affiliates were to continue offering rebates because it will spur a "price war" online and get affiliates selling more copies of the course since the price is lower. And since our company's share of the course price is the same, we would still make the same amount per sale. BUT...
Why in the world would we want the increase in sales to stop? Simple... we care about our customers (and your customers that you recommend the product to.) We are willing to sacrifice an increase in sales to make sure the people that do buy are HAPPY. The integrity of our product and our Affiliate Program is our #1 concern. So we have no choice but to set rules to protect that.
*** No More "Exclusive Bonuses" UNLESS...
Affiliates are no longer allowed to offer exclusive bonuses unless they can SHIP BONUSES WITHIN 48 HOURS. (Unless stated otherwise UPFRONT in your marketing when they will be sent.)
We are getting complaints from customers that they are buying through an affiliate's link with a promise of receiving additional bonuses and then the affiliate is not sending them the bonuses! This must stop IMMEDIATELY. Do NOT offer bonuses if you cannot fulfill them right away. If you do not have bonuses in stock, then STOP PROMOTING THE COURSE until you do. Customers are already threatening chargebacks and refunds because of this potential mess.
So it's VERY important that if you are going to be offering exclusive bonuses that you ship them immediately to the customer. If it's a downloadable product, you must provide them with the download information within 48 hours of their purchase. If it's a "coaching" type offering, you must tell them in ADVANCE in your marketing when the program will start if they purchase.
You must FULLY DISCLOSE all details to do with your bonuses -- when they will ship, what exactly they are to receive, and what the timetable is for receiving them upon notifying you of their order.
Failure to immediately abide by these rules will result in termination of your affiliate account. Currently our top affiliate is closing in on $100,000 in commissions, and they are doing so by abiding by these exact rules. (So it should not hamper your ability to sell the course and earn big commissions.)

Update:
Problems solved!
I've finaly received an email from John personaly, that he will contact Carl. I've now received three emails from Carl that he will ship the Bonus DVDs this Monday.
And today the Trafficsecrets package also arrived!!! And WoW -> No cutom duties!!!
I'm now out to "Biergarten", drink some "Weizen" and relax in the sun
, because I don't think I'll get much sleep tonight.
I'll keep you updated!
