Menu confusion

Hi everyone,
I could use a little advice from the design pros here. I built a site site from scratch () without a template. Now I need to clean it up. It's too big and confusing.

Originaly I could get Google to index only the front page until I realized that the bots could not follow the menu and includes system that I was using. I added several linking options on the top and bottom of each page and now Google has indexed almost every page.

But the navigation system I'm using is about as bad as it gets. I would like to use a free or very cheap script that:

Uses a layer effect? (menu and then hover over to see sub-munus)

and

Uses an includes or javascript file that I can use one file to edit for all the pages at once.

and

The search engines can follow with ease.

I know that's asking alot but it's going to take a lot of work so I need to get it right the first time.

To help update your menu with ease, you may want to work with SSI (Server Side Includes). There was a discussion thread on it here:
