Hello there,

i am wondering if there is a (possibly free) plugin for tracking and monitoring clicks on outgoing links (on WordPress).

Also, i would like to know if it is better using an http meta refresh to redirect (and cloack) links, or tu use a 301 moved permanently with a "header" redirect with php.....

As I've said, It's a client software that you simply fill in the boxes and it outputs code that you place as a file to upload to your host server. It's like any other php or html file (you can use it for either type of file).

You link to that file and your link is cloaked and totally safe from thieves. I use it for everything, including Clickbank. It's only $29.97, which I think is a terrific price for all it does.
