Does Google penalize sites that have backlinks from paid directories? Does it matter if they are strictly paid directories or a combination of paid, free & link exchange directory?

you should never use bought links from any paid sites as google will penalise your, google wants natural links that are built by yourself. Hence you should never buy links from sites that advertise selling links.
