Remember...
Google uses a mathematical algorithm to determine page rank.
So...
That implies that there is a set of variables in place that each have conditions met to raise or lower PR.
If a page ranks well but seems that it shouldn't, there is a variable in the Google algorithm that page meets the criteria for, that very few people consider, and qualifies it to achieve PR 2 or whatever...
Same holds true for the opposite...you could think your site deserves high PR, but it does not achieve that PR, it is simply because there is probably a high level of competing sites with those same variables in place, meeting a higher level of criteria than yours.
A little techie...but there is my two cents.
