It's sincere, direct and low key.
Have you considered sending a sample basket (or both men's and women's) to the housing office - NOT just the director?
That way, the staff s/he works with each day will know and support your product.
They may even refer some parents to you in the event of the director's lack of cooperation!!

Hi Jennifer. I believe it is a great idea. As I was reading your post the very
first thing I was thinking was the personal touch, but Dan has that point
covered.
When I worked as a computer instructor we used to get people coming
in and leaving sample of what they had to offer. That sold far more than
an email or letter would have done.
My suggestion would be to do it all.
Make the phone call as the initial contact and find out the exact email
address. Send the email and request a meeting, that will at least get you
a response. Follow that up with another phone call to arrange the meeting
and you are on your way.
